Commission publishes State aid brief on the use of temporary frameworks

Today, the European Commission (Commission) has published a State aid brief on the use of two frameworks: the Temporary Crisis and Transition Framework (TCTF), adopted on 9 March 2023 to support key sectors in the transition to a net-zero economy, and the Temporary Crisis Framework (TCF) adopted in response to Russia’s war against Ukraine. The TCTF allows Member States to provide aid in three main areas: accelerating the rollout of renewable energy, facilitating industrial decarbonisation, and enhancing investments in key transition sectors. These measures are in place until 31 December 2025.

Since March 2022, the Commission has approved over 370 national measures through more than 500 decisions, covering a total budget of approximately EUR 796 billion. However, actual aid disbursement remains significantly lower, with around EUR 219 billion (27%) granted to companies, representing 0.52% of cumulative EU GDP annually.

Regarding transition measures specifically, the Commission adopted 37 decisions approving 35 national measures notified by 16 Member States, amounting to over EUR 47 billion in approved aid. Of this, approximately EUR 2.4 billion has been disbursed as of June 2024. To improve transparency on aid implementation, the Commission has launched surveys to collect further data from Member States.
